Salary: Ordinarily Resident (OR):  FSN-7 – R$ 58,239.00 per year

Not-Ordinarily Resident (NOR):  FP-7* – US$41,206.00 per year
*Final grade/step for NORs will be determined by Washington.

Start Date:  The estimated start date for this position is March 2017.
Length of Employment:  This is a temporary position not to exceed 2 years.

The U.S. Mission in Recife, Brazil is seeking eligible and qualified applicants for the position of Civil Engineer in the OBO (Overseas Buildings Operations) Office.

Basic Function of Position
The Administrative Office Manager (AM) furnishes a wide range of administrative assistance to the OBO Project Director (PD) and other OBO staff for the new Recife US Consulate construction project. The AM is responsible to the OBO PD for administrative management of OBO’s resources and activities, including but not limited to financial, procurement and supplies, computer network, shipping and travel, personnel, maintenance management for residential and official furnishings.

Qualifications Required

  1. Education: 2 years of post-secondary education in Business Administration, Management, English, Engineering, Sciences or any discipline related to liberal arts or social sciences is required.
  1. Experience:  Experience in office management work is required. A minimum of 6 months experience as a supervisor is also required.
  1. Language (This will be tested):
  • Level 3 (Good Working Knowledge) in Speaking/Reading/Writing of English is required.
  • Level 3 (Good Working Knowledge) in Speaking/Reading/Writing of Portuguese is required.
  1. Job Knowledge:
  • Knowledge related to the construction or engineering industry either on a jobsite or in an office setting is required.
  • Good working knowledge of computer systems, LAN administration, and programs used to support secretarial and cost control functions like Microsoft Office, Outlook, and Excel is required.
  1. Skills and Abilities: 
  • Ability to manage an office budget is required.

Hiring Preference Selection Process:

Additional Selection Criteria: 

  1. Management may consider the following when determining successful candidacy:  nepotism, conflicts of interest, budget, and residency status.
  1. Current OR employees serving a probationary period are not eligible to apply.  Current OR employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report (EPR) are not eligible to apply.
  1. Current NOR employees hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment, unless they have a When Actually Employed (WAE) work schedule.
  1. The candidate must be able to obtain and hold the following: local security certification.
  1. Candidates who are EFMs, USEFMs, AEFMs, or MOHs must have at least one year remaining on their sponsor’s tour of duty to be considered eligible to apply for this position.
  1. Current Ordinarily Resident employees of the Mission may only apply for positions at or above their current grade level.
