Porto Alegre, April 19, 2023: On her first official visit to Rio Grande do Sul, the U.S. Ambassador to Brazil, Elizabeth Frawley Bagley, and the Governor of the State of Rio Grande do Sul, Eduardo Leite, signed the renewal of the memorandum of understanding for cooperation between the USA and Rio Grande do Sul on Wednesday morning at Palácio Piratini. Their signatures renew the memorandum of understanding signed on June 29, 2021.
The main objective of the memorandum is to reaffirm the cooperative relationship between the U.S. Consulate General in Porto Alegre and the State of Rio Grande do Sul and outline the parameters within which they intend to cooperate in the areas of trade and investment; health, science and technology; environment; agriculture; education; and human rights. It also focuses on the sharing of best practices in solving administrative problems; of public security and exchange of specialists; and promotion of technical visits.
“The renewal of this memorandum is an important symbol of our commitment to this dynamic state, reflecting our broader commitment to the success of Brazil, which represents the second largest democracy and economy in the hemisphere,” said Ambassador Frawley Bagley.
Ambassador Frawley Bagley also praised Governor Leite’s leadership and commitment to greening the state’s economy. “We want to be a great partner as RS moves forward in the transition to clean energy, which is also happening in the U.S. The environment is a priority for President Biden – and I know that for President Lula as well – and that is why I am happy with the renewal of this memorandum, which encourages bilateral cooperation in the environmental area.”

Based on the memorandum, we formalized the renewal of this exchange of expertise and the commitment of both parties to work in cooperation. Rio Grande do Sul is a state with a very clear agenda of seeking efficiency in public policies and improving people’s lives based on sustainable economic and social development. This is the path we will follow,” said the governor.
